The Revenue Department of the Government of Maharashtra had been endeavoring to set up a monitoring system in the State for various revenue sources of the Department. It was pertinent not only for revenue growth but also for improving the service delivery and attaining the development goals of the Department.

       Challenges in Traditional Processes

Manual Approval Processes

The department relied on manual procedures for an extended period, leading to inefficiencies in monitoring and reporting.

Difficulty in Quantity Monitoring  

The absence of tracking made it hard for the department to accurately measure the quantity of minerals excavated.  

Lack of End-to-End Tracking  

Without a robust system for tracking minor minerals from the quarry to their destination, the department faced challenges in maintaining visibility throughout the supply chain.  

Duplicate Transport Permit  

A lot of illegal activities were taking place because the transport permit lacks security features.

 


Need for System Improvement

Recognizing these challenges, the department sought to implement a more efficient and automated solution for better monitoring and management.

Shaurya Technosoft's Mahakhanij initiative supports the Department in advancing mineral database management, tracking, monitoring, payments, and recovery processes.

Mahakhanij is a web-based system with Android and iOS apps, storing all mining activity data on a central cloud server, accessible to stakeholders statewide.

As the bid winner or lessee, you will receive login credentials for the Mahakhanij Portal, providing secure access to essential tools and information.

Comprehensive Demand Note
Within the portal, you'll find a detailed demand note displaying Royalty, DMF, TCS, GST, Surface Rent, local body taxes, and SI charges, ensuring transparency in financial obligations.

Flexible Payment Options
Lessees have the flexibility to make payments based on the quantity of minerals extracted. This includes Royalty payments through Mahakhanij and GRAS integration, as well as other payments like DMF and various fees.

Additional Quantity Payments
In cases involving existing quarries, lessees can make payments for additional approved quantities after assessment by relevant authorities, ensuring compliance and timely resource payments. ​

Comprehensive Registration
Thorough registration of quarries, secondary units, and lease holders on our secure Mahakhanij portal stored in the GCC (Government Centralized Control).

Geo-Fencing for Security

Transparent Order Registration
Orders, including mineral allocation details, validity, and unique order numbers, are registered transparently post e-auction.

Lease holders can appoint and assign supervisors to manage eTP issuance for vehicles at different quarries or secondary units.

Registered supervisors receive a user-friendly mobile app, compatible with Android and iOS, facilitating convenient e-TP generation.

  eTP generation module

Mandatory Vehicle Registration
All mineral transporting vehicles are required to be registered on the Mahakhanij platform for the generation of electronic Transit Passes (e-TP).

Data Entry and Barcode Scanning
Upon loading minerals onto the vehicle, essential details including vehicle number, source and destination, quarry name, mineral type, and quantity are entered into the eTP App form. A barcode on the physical Transit Pass is scanned, and this data is transmitted to the server.

Validation and Unique e-TP Generation
The server meticulously validates the transmitted data and generates a unique e-TP number. This ensures accuracy and integrity in the documentation process.

Calculation of Validity Period
The validity period of the e-TP is dynamically calculated based on the distance between the source and destination, and this information is displayed on the mobile app for all stakeholders.

Physical TP Details
The validity time and e-TP number are transcribed onto the physical Transit Pass by the supervisor, enhancing the clarity and traceability of the document.

Usage of Physical TP
The physical paper-based Transit Pass is provided to the vehicle driver, who must produce it whenever required by an officer during vehicle interception or inspection.

Lease holders and supervisors have the flexibility to generate e-TPs through three distinct methods:

Validation of Vehicle Validity
When an officer intercepts a mineral transporting vehicle, they can verify its validity through multiple means: scanning the barcode on the receipt, entering the e-TP Number, or inputting the vehicle number into the mobile application.

Detailed Vehicle Information
The mobile application provides officers with comprehensive details about the mineral transporting vehicle, including the location of interception, officer identification, and GPS coordinates, all of which are securely recorded on the server.

Vehicle Tracking System (VTS) Implementation
We have developed a robust Vehicle Tracking System (VTS) designed for the monitoring and surveillance of mineral transport vehicles.

Live Tracking and Monitoring
The VTS enables real-time tracking and monitoring of registered vehicles transporting minerals within the State of Maharashtra, based on their entries in the Mahakhanij portal.

Prevention of Unauthorized Activities
VTS allows for tracking mineral transport vehicles to prevent unauthorized activities such as route deviations and illegal mining. It utilizes both real-time and historical vehicle location data for comprehensive surveillance.

Ensuring Compliance
Our system ensures that minerals are offloaded and delivered exclusively to the designated purchaser's location, matching the destination provided in the electronic Transit Pass (e-TP).

Enhanced Transparency
Implementation of VTS significantly enhances transparency in mining and logistical operations, promoting accountability.

Simplified Investigations
The system facilitates investigations into cases of illegal vehicle use, unauthorized mineral dumping, route deviations, and other related matters, streamlining the process for law enforcement agencies.

Visual Indicators
To simplify tracking, vehicles with valid e-TPs are displayed in green, while those with invalid Transit Passes are shown in red. Vehicles that have completed mineral offloading are indicated in orange.
